Updates to Web and Desktop layouts

With our 1.190322.0 release, we are introducing some updated functionality.

Prior to this release our layout builder would restrict the ability to place a new module full height if it was not being placed next to another full height module.  This made adding to your workspace a little difficult at time.  Now you will be able to drag a new module to the far left or far right of the workspace and be able to drop the module to full height

In addition to the change above, in our previous versions, if the user had a large number of tabs they would begin to overlap as the module ran out of real estate to display all the nested tabs.  In the new version, when a module runs out of space, the tabs will collect under a dropdown on the module "Additional Tabs".  Keeping the workspace a little neater and easier to navigate and manage.
